Refresh package usage

/api/v3/card/refreshUsage
This interface is used to refresh the usage of the package. After a successful call, the system will trigger an operation to synchronize the usage with the operator.
Do not call this interface in scheduled tasks. Only use it when the user manually refreshes the usage.
It can only be called once within 5 minutes.
