This hybrid governance architecture design stems from our profound observation and reflection on existing governance models: while pure on-chain governance is transparent and verifiable,high transaction costs and technical barriers limit broad community participation; while pure off-chain governance is flexible and efficient, it lacks enforcement and finality guarantees.Our governance framework achieves complementary advantages through a carefully designed duallayer structure: the off-chain governance layer serves as an innovation incubator and venue for community consensus formation, enabling broad participation and proposal optimization at low cost; the on-chain governance layer acts as a decision executor, ensuring transparency, immutability, and automatic execution of critical decisions.
