B. On-chain Governance Layer

On-chain governance handles the network’s core affairs, serving as the decision-making and execution layer of the entire governance system. It ensures all important decisions go through formal, verifiable procedures and can be automatically executed.
1)On-chain Governance Scope: On-chain governance covers all decision areas critical to network operation:
Network development direction: Including determination of major technical roadmaps, selection of strategic partners, and adjustment of ecosystem development priorities. These decisions will profoundly impact the network’s long-term development and must undergo strict on-chain voting procedures.
Parameter modification authority: Covers adjustment of core configurations such as consensus mechanism parameters (e.g., block time, validator count), economic model parameters (e.g., inflation rate, staking reward rate), and network fee parameters (e.g., base fee rate, priority fees). Each parameter modification requires detailed impact analysis and sufficient community consensus.
Fund allocation decisions: Managing community treasury usage, including developer incentives,ecosystem building funds, marketing budgets, and other financial decisions. All fund flows are transparently recorded on-chain, subject to community supervision.
Protocol upgrade approval: Smart contract updates and deployment, network hard fork execution, new feature module integration, and other technical changes all require strict review and approval through on-chain governance.
2)On-chain Execution Guarantees: The authority of on-chain governance is fully guaranteed through technical means:
Smart contract automatic execution: Once proposals pass on-chain voting, corresponding execution logic is automatically triggered by smart contracts without manual intervention. This ensures deterministic execution of governance decisions, avoiding delays or deviations at the execution level.
Immutable audit trail: All voting records, decision results, and execution logs are permanently stored on the blockchain, forming a complete audit chain. Anyone can verify the legitimacy of historical decisions and execution status.
Final authority guarantee: On-chain decisions have the highest binding force; no individual or organization can unilaterally veto or change passed on-chain resolutions, ensuring the authenticity of decentralized governance.
